Joining SNaP |

• If I don’t need SNaP’s services now, what are the advantages of joining?
Everyone will join for different reasons and at different times. By joining SNaP now, you will be assured that the services will be available to you should you need them in the future. But SNaP also is focused on providing benefits to its members before later needs arise. As SNaP is able to negotiate discounts for its members you will be able to take advantage of those savings as well as receive the services of vetted preferred providers at reduced rates. You will also be able to take advantage of SNaP-sponsored programs and events related to quality of life issues. As a member, you will have direct input into how SNaP can serve you in the future. Because SNaP exists to benefit community life, all or part of your membership dues and any contributions you make to SNaP over and above that are tax-deductible.

• If I have an emergency, how can SNaP help?
If there is a medical emergency, you should call 911 or your physician. SNaP does not take the place of 911 or your physician. If it is a home emergency, call 352-2612 and explain your needs. A SNaP volunteer or a preferred provider will be ready to meet your needs.

• Can I arrange membership for my parent(s)?
Yes. Signing parent(s) up for a SNaP membership is a wonderful and caring gift. To do so, contact the Executive Director at 352-2612. The membership fee may be tax-deductible. You should consult your tax advisor for further guidance in this matter.

• Do members and volunteers have to sign a waiver document?
Yes. All members sign a membership agreement agreeing to hold SNaP “harmless from and against any cost, expenses, or damages (including without limitation, reasonable attorney’s fees) arising in connection with any and all claims brought by or through me, including but not limited to claims brought by my insurance carrier. In the event any claim is brought by or through me, same shall be submitted to binding arbitration, pursuant to rules and procedures outlined by the American Arbitration Association.”

• Is the SNaPbacks group for SNaP members only?
No. SNaPbacks was started by SNaP but membership in SNaP is not a requirement. SNaPbacks is open to all single residents of Penn National.

Membership Dues |

• Does SNaP have a multi-tiered membership payment scale?
Yes. The current annual membership fees are: $250 for a General Membership, $200 for a Single Resident Membership, and $150 for a Supported Membership. This is a reduction from the fees initially set by the Board of Trustees.
Fees are subject to discussion at the annual membership meeting, and may be adjusted when necessary. The intent is to have operating costs covered by fees and contributions. We are not in this to make a profit.

• What is the supported-membership fee?
SNaP offers a “Supported Membership Program”—full participation at a reduced annual fee of $150.00—for residents of moderate means. In order for us to verify that members qualify for the supported membership, it is necessary for us to see the previous year’s federal income tax return. Those who reported an Adjusted Gross Income of $30,000 or less, including non-taxable interest and non-taxable Social Security, are eligible for the reduced fee.

• Are SNaP dues tax-deductible?
Yes, conditionally. SNaP is classified as a public charity and is exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code. Our federal tax ID number is 33-1147427.
Donors to SNaP may deduct their contributions, as provided in section 170 of the Code, to the extent that the contributions are gifts with no goods or services received in return. As set forth in IRS Publication 526, “you may be able to deduct membership fees or dues you pay to a qualified organization. However, you can deduct only the amount that is more than the value of benefits received.” You should consult your tax advisor for further guidance in this matter. [Close] |

• If I move away, will I be reimbursed for “unused” months of SNaP membership?
No. Members may take a charitable contribution.

Budget |

• What safeguards are in place for our funds if for some reason the program doesn't make a go of it?
If for some reason SNaP is dissolved, our by-laws specify that after all liabilities have been met, any remaining funds are to be given to an organization which serves a similar purpose and also is eligible to receive tax-deductible contributions under section 501(c)(3) of the IRS code. That would have to be determined at that time. To qualify under section 501(c)(3) such a dissolution clause is required.

Volunteer Services |

• Explain charges for SNaP services.
If a volunteer is provided, there will be no cost for services. However, if supplies or materials are required to accomplish the job, you would be expected to pay for the materials. If a licensed or registered serviceman is needed, a paid provider will be selected from our list and you would be expected to pay for that service. We have arranged for a discount from some of our preferred providers, and if the services are arranged through our Executive Director, you would receive such a discount from your bill.

• Must I join SNaP to become a volunteer?
No. All volunteers are welcome.

Insurance |
|
• Are volunteers covered under SNaP’s liability insurance policy in case of an accident?
Yes. Volunteers are covered under Erie Liability Insurance on behalf of SNaP when tasks are assigned by the Executive Director. In addition, the State of Pennsylvania has a Good Samaritan Act under which volunteers are covered to a certain extent assuming individuals follow generally accepted standards.

• In case of an accident, who is liable?
The private passenger vehicle insurance policy of the vehicle being used will cover volunteers for liability. For instance, if the driver uses his/her own car the driver’s policy would be applicable. If the driver uses a vehicle owned by the person being transported, their policy would be applicable.
Medical payments are paid from the insurance policy of the individual being transported.

Reimbursement For Transportation |

• When and how are volunteer drivers reimbursed for mileage?
Drivers will be reimbursed for mileage plus parking and tolls. Drivers must complete the SNaP Transportation Voucher (SNaP Form–2) prior to reimbursement. The Executive Director will reimburse the driver for amounts of $10.00 or less. Amounts over $10.00 will be reimbursed by check from the SNaP Treasurer.

• What is the mileage rate a volunteer can claim?
A charitable deduction of 14 cents per mile may be claimed on Federal Income Tax Form 1040.

• What options do volunteers have other than cash reimbursement?
Besides having the option of cash reimbursement, drivers may choose to let the mileage accumulate in an account maintained by the Executive Director. Drivers may elect to be reimbursed on a monthly basis or at the end of the year. Drivers may also elect to contribute the mileage to SNaP and use it as a charitable deduction on Federal Income Tax Form 1040.

Privacy |

• How will personal information be kept confidential and secure?
Minimal information about you is kept. Reasonable and customary measures to protect the privacy of your personal information are taken. Such measures include the following:
• We keep information under physical and/or electronic and procedural controls. • We authorize our employees and volunteers to get information about you only when it is needed to see that a service is provided for you and only to the extent necessary to fulfill your service needs. • Employees and volunteer service providers receive information regarding our privacy policies, as verified by a signed statement kept in the files of the Executive Director. • Employees with official duties that require the use of member records are responsible for their security and confidentiality while in use or stored. Obtaining Services |

• How can I get Home Maintenance services?
Call the SNaP Executive Director 352-2612, describe your problem and she will arrange for either a volunteer or a licensed or registered craftsman from our Preferred Provider List to respond to your need.

• Can I have a provider of my own choice?
Yes. The Executive Director will inquire if you have a preference and if you do, that is the vendor she will contact. If that vendor cannot respond, the Executive Director will arrange for an alternate from the preferred provider list and inform you. You can decide if that is acceptable.

• Who determines whether a paid provider or a volunteer will be used?
That will be determined between you and the Executive Director. If the services usually require a licensed or registered individual, a paid provider will generally be used. If it is determined that a volunteer can handle the job, the Executive Director will arrange for one who has indicated a willingness to serve in that area.

• Who pays for home maintenance services?

• How will you know if a service call was satisfactory?
Every service provided through the Home Maintenance Program will receive a post-service evaluation. You will be contacted by the Executive Director within one week of service delivery and asked to provide your impression of service delivery. Your response will be recorded in our data base and our Preferred Provider list adjusted accordingly.

• What if I need to have some remodeling done to my home to accommodate a physical limitation?
SNaP will provide a qualified professional to determine what changes you may require and provide an estimate of costs. This service will be at no charge to the member. The Executive Director will work with you to acquire the best possible craftsmen at the lowest possible cost to accommodate your needs.
